It wouldn't be entirely pointless. It's not like these musicians aren't popular in Japan or anything. For publicity's sake, it would make sense for them to release the album in the US, but L'Arc has enough experience to know that there aren't exactly many US record labels and distributors out there who are willing to take them even with the support of western musicians, and the ones that are usually become defunct shortly thereafter, as is the case with Tofu Records. Perhaps they're hoping that the fans who buy it will show it to their friends who are fans of the artists on the CD and say, "They covered my favorite Japanese rock band! Now you have to check them out, right?!"

Or it could be a similar case to when VAMPS decided to release all DVD's region-free... except for the DVD that took place in a different region.
